排查后发现是之前安装淘宝桌面版惹的祸，卸载了之后恢复正常。 

事件结论：淘宝桌面版附带的 AlibabaProtect 安全防护组件与 Windows Installer 冲突，导致 MSI 安装普遍返回 1603。
