想问一下10月后才申请的海王星，怎么样才算申请成功

表单填写了，邮件也接受到了，hackerone 的项目也参加了。 

但是，@wearehackerone.com 账号对应的 console.anthropic.com

模型里面没有海王星， 
Billing 也没有送的卡额度
